Transaction Advisory Services for the Development of Bomas International Convention and Exhibition Centre
Request for Expression of Interest (EOI) for the Prequalification for Transaction Advisory Services
1.0 Project Background
1.1 The Government of Kenya (hereinafter referred to as ‘ The Government’) through the Ministry of East African Affairs, Commerce and Tourism seeks to facilitate the development of international convention centres in Kenya in-line with the provisions of the Kenya Vision 2030 on Meetings, Incentives, Conferences and Exhibitions (MICE) strategy.
1.2 Consequently, the Government is commencing this programme with a project to revamp and develop the existing Bomas of Kenya into the Bomas International Convention and Exhibition Centre (BICEC) that will meet the International Association of Convention Centres (AIPC) standards and provide for 2,000 new hotel guest rooms in Nairobi.
1.3 The Bomas International Convention and Exhibition Centre (BICEC) Project entails a 3-Stage process that will involve:
a. Undertaking a feasibility study and seeking for relevant statutory clearances;
b. Facilitating the development of a master plan, inclusive of the preparation of designs and generation of the relevant bills of quantities; and
c. Floating for local and/or international tenders for;
i. A contractor(s) to develop the Bomas International Convention and Exhibition Centre (BICEC); and
ii. A special Lease for the use of the land from the Government to develop hotels and a shopping mall through Public Private Partnership (PPP) arrangements.
1.4 The Government is now soliciting for qualified Transaction Advisor to provide advisory services with regard to the development of the BICEC. The objectives, scope of service, timing and selection criteria for the consultative services are stipulated herein below.
2.0 Objective of the Consultancy
The objective of the consultancy is to provide for expertise and technical advisory services with regard to the development of the Bomas International Convention and Exhibition Centre.
2.1 Scope of Services
The Transaction Advisor shall carry out the work in close consultation with the Ministry of East African Affairs, Commerce and Tourism and the Bomas of Kenya.
3.0 The scope of services shall include:
i. Collection, review and tabulation of secondary and other relevant data including (but not limited to) any guidelines from the Government of Kenya concerning the project as well as due-diligences of the site including land assessment.
ii. Review and assess projects of a similar nature regionally in relation to the proposed project in a bid to ensure adoption of international best practices.
iii. Review and provide input into the components identified to be included in the project.
iv. Provide facilitation in the preparation of Request for Proposals (RFP) documents at the various stages of the project including (but not limited to),
- The undertaking of a feasibility study,
- The preparation of a Master-plan, including designs, and bills of quantities; and
- The construction of the Bomas International Convention and Exhibition Centre.
v. Provide professional input in the identification of experts, consultants and contractors at the various stages of the BICEC project.
vi. Assisting the Contracting Authority in seeking for the requisite statutory clearances.
vii. Monitoring of the project implementation and submitting periodical reports to the contracting authority.
viii. Preparing and submitting completion reports at the end of every stage of the project.
ix. Undertake any other assignment related to the project implementation as may be determined by the Bomas of Kenya as the Contracting Authority.
The project is expected to be completed within a period not exceeding three (3) years.
3.2 Selection Criteria
(i) Interested and eligible consultants/consortia are requested to provide the following documents
demonstrating that they have the required qualification to perform the services;
- Professional and/or Consultancy profile
- Full details of the Consultants/consortia past and present clients on similar assignments
- Names and Curriculum Vitaes (CVs) covering the professional qualifications of the key personnel to be actively involved in the project
- Audited financial statements for the past three years
- One original and two other copies (clearly marked “ORIGINAL” OR “COPY”) of their applications.
(ii) The successful Consultant/consortium shall, inter alia;
- Demonstrate ability to mobilize expertise to undertake the project
- Demonstrate relevant experience in undertaking projects of similar nature
- Should have experience of at least (5) years in the provision of the service
- Should have local presence
- Demonstrate availability of appropriate skills to undertake the project
- Have legal capacity to enter into an agreement for consultancies of similar nature
- EoI’s should be restricted to a capability statement of not more than ten (10) A4 pages. In addition, abridged CV’S of not more than two (2) pages for each proposed key personnel should also be submitted.
(iii) The prospective transaction advisor shall be selected competitively and in accordance with the procedures set out in the Public Procurement and Disposal Act 2005, Laws of Kenya, the antecedent regulations and any other relevant legislation.
(iv) All expenses required in preparation and submission of the response of these EOI’s including providing any additional information shall be entirely incurred and borne by the respondent.
(v) This EOI’s does not entail any commitment on the part of BOMAS of Kenya, either financial or otherwise. BOMAS of Kenya reserves the right to accept or reject any or all EOI’s without incurring any obligation to inform the affected applicant/s of the grounds
(vi) Interested candidates are requested to submit Expressions of Interest (EoI) for prequalification of a Transaction Advisor complete with copies of relevant testimonials and clearly marked “EOI Expression of Interest for prequalification of a Transaction Advisor.” in plain sealed envelopes and addressed and mailed or delivered to:

Any further information may be obtained at the above address during office working hours i.e. 08.00 to 17.00 hrs Monday to Friday
(vii) The EOI’s documents should be deposited in the tender Box located at BOMAS of Kenya Administration Block, Langata/Forest Edge Road, Nairobi on or before 31st March, 2014 at 12.00 noon Kenya time and will be opened in public immediately thereafter in the presence of the firm’s representatives who choose to attend in the Board room, on the 1st floor Administration Block.
Applications not received and not opened in the public ceremony shall not be accepted for evaluation irrespective of circumstances.
Any canvassing or giving false information will lead to automatic disqualification.
