Terms of Reference (TOR) for End Term Evaluation for PENELI Programme

Introduction: Participatory Ecological Land Use Management (PELUM) Association is a network of Civil Society Organizations / NGOs working with small-scale farmers in East, central and Southern Africa. The Association membership was founded in 1995.

The network has grown from 25 pioneer members (in 1995) to over 210 members in 2010 in 10 countries namely Zambia, Zimbabwe, Tanzania, Uganda, Botswana, Lesotho, South Africa, Malawi, Rwanda and Kenya.

The regional activities are coordinated at the Regional Desk (RD), currently located in Lusaka, Zambia. PELUM- Kenya is the Kenyan country chapter of the PELUM Association and has a membership of 42 member organizations.

PELUM-Kenya envisions ‘empowered and prosperous communities deriving their livelihoods from sustainable land use.’ PELUM-Kenya’s’ mission is to promote participatory ecological land use and management practices for improved livelihoods among small holder farmers in Kenya.

PELUM Kenya is in the initial stages of process of implementing one of its programmes PENELI 2 (for Promoting Ecological Land Use Management (ELUM) And Networking for Livelihoods Improvement phase 2) which starts in January 2014 and ends in December 2016.

To undertake this assessment, PELUM Kenya is looking for a competent and experienced professional consultant or a professional consultancy team with relevant competences and especially agriculture or natural resource and environmental management background and expertise.

The consultant or consulting team should have experience and knowledge in market development programme especially value chain approaches with agricultural products.
Further, the consultants need to have knowledge and skills in communications and/or advocacy which will be instrumental in this assignment.
The consultant or the consultancy team will be expected to work and consult closely with respective PELUM-Kenya Country Secretariat staff and the target Organizations including grassroots communities in a participatory way.
The consultant or consultancy should exhibit competency in research and analysis and a general knowledge of writing analytical reports.
The Consultant or consultancy team should prove to have successfully undertaken previous similar assignments and have adequate references for the same.

The consultant should prepare a proposal indicating profile showing their qualifications and experience including past similar assignments, the approach or methodology employed in carrying out the survey and an indicative time frame of baseline survey data collection including a budget for the estimated cost of undertaking the baseline survey.
