Expression of Interest for Consultancy Services for an Independent Systems Audit of Information & Communication Technology (ICT) in Kenya Ports Authority
1. Background Information
Kenya Ports Authority is a State Corporation under the Ministry of Transport and Infrastructure charged with the responsibility of maintaining, operating, improving and regulating the Ports of Mombasa, and all other scheduled sea Ports along the Kenyan coastline.
KPA’s strategic direction is guided by her VISION “to be a World Class Sea Port of Choice”.
The MISSION is to facilitate and promote global maritime trade through provision of competitive port services.
The key corporate objectives are to:
- Improve service delivery and customer satisfaction
- Enhance financial performance
- Increase cargo throughput
- Enhance labor productivity
- Progress infrastructure and capital development to sustain growth in cargo traffic
- Manage business risks
KPA has implemented the following IT systems:
- SAP-Systems Applications Product
- KWATOS- Kilindini Waterfront Terminal Operating Systems
- VTMS-Vessel Traffic Management Systems.
- Microsoft Systems e.g. Microsoft Operating System (Servers/Desktops), Microsoft Exchange, Forefront Anti-Virus Software, Data Protection Manager (DPM), Share Point etc.
- Other systems
KPA seeks to engage a qualified consultant to undertake comprehensive independent Information Technology Systems Audit.
The consultant will work closely with IT Auditors during the exercise for the purposes of knowledge / skill transfer.
2. Scope of Work
These will include but will not be limited to:
(i) Conduct an assessment of the ICT environment
(ii) ICT cost and investment management
(iii) Information security
(iv) Business Applications Review
(v) Business Continuity and system availability
(vi) ICT Infrastructure Review
(vii) ICT support and third parties
(viii) ICT risk assessment
(ix) Develop/Review the ICT strategy
(x) ICT organisation design
Interested Firms are invited to send their Expression of Interest (EoI) for an Independent Audit of Information & Communication Technology (ICT) In Kenya Ports Authority, enclosing all necessary information to prove their capability and experience to undertake the required assignment.
Firms must submit the following along with their EoI:
(i) Company profile or profiles of companies in the consortium.
(ii) Registration documents of a Company or Joint Venture.
(iii) Key Personnel Capabilities with at least fifteen (15) years’ experience ¡n relevant areas.
(iv) List of past assignments.
(v) Audited Accounts for the Company (or of the Lead Company in the case of Joint Venture) for the last three years.
(vi) Evidence of tax compliance with the tax authorities.
This Expression of Interest is open to consultancy firms with the requisite technical and financial capability and will be adjudicated in accordance with current Public Procurement Laws applicable in Kenya.
Interested firms may form consortium or joint ventures to enable them meet the requirements of the EOl.

Completed EoI documents must be submitted enclosed in plain sealed envelopes, one original and two other copies clearly marked “ORIGINAL” and “COPY” with the tender name and reference number and a soft copy at Tender Box No.7 located at the BUS TERMINUS, PORT PEDESTRIAN GATE NO. 8, KILINDINI, (DOCKS) MOMBASA BEFORE 1000HRS EAST AFRICAN TIME, ON THURSDAY 20TH MARCH, 2014.
Bulky tenders shall be submitted at the office of Head of Procurement & Supplies located on the 4th floor of office Block III Door No. 3.4.3 at the Kenya Ports Authority Headquarters, Kipevu, Mombasa BEFORE 1000HRS EAST AFRICAN TIME, ON THURSDAY 20TH MARCH, 2014.
This request for expression of interest (EOI) does not constitute solicitation. KPA reserves the right to change or cancel the requirements at any time during EOl and /or solicitation process.
The eligible consulting firm will be selected in accordance with the quality and cost based selection (QCBS) method as set out in the Public Procurement and Disposal Act 2005.
Tenders will be opened promptly thereafter in the presence of Tenderers’ representatives who choose to attend the opening from 1030Hours at the Procurement Conference Room located at the New Service Area (Kapenguria), in the former Supplies Accounts office and Tenderers or their representatives may attend.
Only shortlisted candidates will be invited to submit proposals.
