Human Rights Commission (KHRC) Call for Consultancy Applications

Terms of Reference  for a Study on Internal Displacement Based on the Incident, Impacts and Redress Assessment (IIRA)Tool

I. Background 

The impact assessment component of the Incidents, Impact and Redress Assessment (IIRA) Tool (see attached chart) is composed of set parts that affect the human dignity of the victims.

The set includes human rights, well-being, wealth and habitat of the victims.
The purpose of the study is to contribute to the realization of redress for the victims.

This requires an estimation of the tangible and intangibles losses borne by the victims, individually and collectively and associated loss costs, as a consequence of the incident.

It is therefore in this regard that KHRC is seeking 3 consultants – either individual applications for each study or a combined consultancy team with the relevant competencies (more preferred) to undertake the following studies:

II. The Studies 

A. Study of deprivation of habitat of the victims

This study is about deprivation of the habitat of the community of victims.

It involves the assessment of damage and loss in terms of the variables listed in the in the chart, such as: tenure, site, buildings – domestic and community, infrastructure and so on.

Consultant qualifications

Consultant possesses research competence in any of the built environment disciplines or professions.

The consultant collaborates with consultants for the studies of deprivation of wealth and well-being as necessary.

Scope of work

  1. Devise the sampling frame of the units (habitats of community of victims).
  2. Select a representative sample of the units (habitats) for investigation.
  3. Generalize the findings to the extent possible beyond the selected sample of units.
  4. Apply both qualitative and quantitative research strategy
  5. Apply appropriate research methods—structured interviewing, structured observation, focus group and so on.
  6. Devise the required research instruments.
  7. Prepare a plan and inception report for the execution of the research design.
  8. Execute the research design.
  9. Submit and discuss draft report.
  10. Submit the final report.
B. Study of deprivation of wealth of the victims

This study is about the deprivation of wealth of the victims.

It involves the assessment of damage and loss in terms of variables listed in the chart such as: assets owned or under control-land, house or homestead, equipment, implements, vehicles, household goods, crops, animals, documents, memorabilia; income and earnings loss, opportunity loss; switching expense of settlement, educational and work relocation; and services expense—health, legal and other.

Consultant qualifications

The consultant possesses research competence in micro economics (household level) and skill necessary for the estimation tangible and intangible losses and associated loss costs.

The consultant collaborates with consultants for the studies of deprivation of well-being and habitat as necessary.

Scope of work for the study

  1. Devise the sampling frame of the units (victim households).
  2. Select a representative sample of the units (victim households) for investigation.
  3. Generalize the findings to the extent possible beyond the selected sample of units.
  4. Apply both qualitative and quantitative research strategy
  5. Apply appropriate research methods—structured interviewing, focus group and so on.
  6. Devise the required research instruments.
  7. Prepare a plan and inception report for the execution of the research design.

C. Study of deprivation of well-being of victims

This study is about the deprivation of well-being of the victims.

It involves the assessment damage and loss in terms of variables listed in the chart, such as: health, food security, safety, quality of family life, social bonds, status and role, education, access and so on.

Consultant qualifications 

The consultant possesses research competence in social psychology.

The consultant collaborates with the consultant for the study of deprivation of wealth on the estimation of loss costs, and the consultant for the study of deprivation of habitat as necessary.

Scope of work

  1. Devise the sampling frame of the units (victim households).
  2. Select a representative sample of the units (victim households) for investigation.
  3. Generalize the findings to the extent possible beyond the selected sample of units.
  4. Apply both qualitative and quantitative research strategy
  5. Apply appropriate research methods—structured interviewing, focus group and so on.
  6. Devise the required research instruments.
  7. Prepare a plan and inception report for the execution of the research design.
  8. Execute the research design.
  9. Submit and discuss draft report.
  10. Submit the final report.
III. General Information in Respect to the Studies 
The study will be convened and supervised by the Kenya Human Rights Commission (KHRC) in conjunction with the Mazingira Institute who shall form the Study Advisory Group (SAG).
The SAG will among other things:
  1. Preside over the hiring of the consultants
  2. Convene the initial meeting to agree on approach and finalization of research plan
  3. Where possible, participate directly in the field aspects of the study
  4. Select the consultant responsible for overall compilation of the final report (where consultants applied as individuals per study rather than as a consultancy team)
  5. Convene meetings with stakeholders where permissible and necessary
  6. Convene a forum to launch the findings of the study
The studies will consist of both desktop and field components.
The field components are however restricted to the regions of Mai Mahiu, Uasin Gishu and Tana River Regions and will utilize a conservative sample (proposal 30-50 households per region) to be agreed upon with the consultants.
It is anticipated that the entire undertaking should take no more than 90 calendar days.
