Call for Expression of Interest in Consultancy to Undertake Organizational Capacity Assessment for Bomet County Government
Background: Africa Lead II is a Feed the Future (FTF) Building Capacity for African Agricultural Transformation Program which aims to support and advance agricultural transformation in Africa as proposed by the African Union Comprehensive Africa Agriculture Development Program (CAADP).
Africa Lead II plays the role of a catalyst for the innovations in individual leadership behavior, institutional performance and the policy process, especially in increasing evidence-based policy debate and decision-making and in strengthening engagement of civil society.
Africa Lead II is working in Bomet County to enhance capacity of leaders, County Government and other stakeholders in implementing the County’s Strategic Investment Plan.
To this end, Organizational Capacity Assessment (OCA) has been planned to inform the capacity development needs and possible interventions in the county.
The purpose of the OCA is to identify capacity strengths and gaps within the County Government.

The results of the assessment will inform the capacity development action plan for capacity development for effective implementation of the SIP.

Africa Lead II is seeking the services of a consulting team of individuals or an organization to facilitate this self-assessment process.
Scope of work: The consultants will conduct a participatory capacity assessment of Bomet County. The assessment will include literature review, interviews, focused group discussions and other qualitative methods.
Qualifications, Competencies and Experiences
This assignment requires TWO individuals with prior experience in conducting such assessments. One consultant with grounded expertise in institutional capacity assessment and devolution and development and the other one with public financial management.
The consulting team of 2 experts should have the following profile:
Team Leader: Institutional Development Consultant
  • A Masters and above in any of the following relevant areas;
  • Public Administration and Management
  • Organizational Development,
  • Development studies,
  • Political Science or Social Sciences or any other relevant field
  • At least 10 years in depth knowledge and demonstrated expertise in conducting  organizational/institutional assessments.
  • Knowledge and experience in public sector capacity and capacity development • Evidence of preparation of capacity development strategy/plans in the last 5 years
  • Familiarity with devolution, devolved government systems and processes and structures
  • Strong task management and team leading competencies
  • Excellent analytical, research and writing and communication skills
  • Computer literacy
  • Fluency in English
Public Financial Management
  • Minimum of Master’s Degree in Accounting or economics or public financial management or Business administration
  • 5 years proven experience in conducting organizational financial assessments and audits
  • Knowledge of devolution processes and systems
  • Fluency in English
  • Proven track record in organizational capacity assessment of public sector with special understanding of devolution processes in Kenya;
  • Experience with participatory assessment processes, knowledge of OD processes, core business (should be in advisory work);
  • Qualification and expertise in the in leadership and change management, public financial management, human resource management, capacity development, policy and legal frameworks;
  • Knowledge and understanding of OD processes, skills in communication and facilitation;
  • Agriculture and Social economic development.

The technical proposal should indicate the interpretation of the terms of reference (TOR) and comments on the TOR if any, methodology or approach for the assignment.
It should include and elaborate work plan.
The financial proposal should include the costs associated with the tasks and professional fees.
Reimbursable expenses should be clearly disaggregated.
